各省、自(zi)治區住房城鄉建設廳,直(zhi)轄市(shi)建委(建設交(jiao)通(tong)委),新疆(jiang)生(sheng)產建設兵團建設局:

  為(wei)深入(ru)貫徹(che)落實黨的十(shi)八大和十(shi)八屆三中(zhong)全(quan)會精(jing)神(shen),推(tui)進建(jian)筑(zhu)業發展和改革,保(bao)障工(gong)程(cheng)(cheng)質量(liang)安全(quan),提(ti)升工(gong)程(cheng)(cheng)建(jian)設(she)水平,針對當前建(jian)筑(zhu)市(shi)場和工(gong)程(cheng)(cheng)建(jian)設(she)管(guan)理中(zhong)存在的突(tu)出(chu)問題,提(ti)出(chu)如下(xia)意(yi)見(jian):

  一、指導(dao)思(si)想和(he)發展(zhan)目(mu)標

  (一)指導(dao)思(si)想。以(yi)鄧小平理論(lun)、“三個代表”重要思(si)想、科學發展觀(guan)為指導(dao),加快完善(shan)現代市(shi)場體系(xi),充分(fen)發揮市(shi)場在資源配(pei)置中的決定性作用和更(geng)好發揮政(zheng)府作用,緊緊圍繞正確(que)處理好政(zheng)府和市(shi)場關系(xi)的核(he)心,切實轉變政(zheng)府職能,全面深化建筑(zhu)業體制(zhi)機(ji)制(zhi)改革。

  (二)發(fa)(fa)展(zhan)目標。簡政放(fang)權(quan),開放(fang)市(shi)場(chang),堅持放(fang)管(guan)并重(zhong),消除市(shi)場(chang)壁壘(lei),構建(jian)統一(yi)開放(fang)、競爭有(you)(you)序、誠信(xin)守法、監管(guan)有(you)(you)力的全國建(jian)筑(zhu)市(shi)場(chang)體系;創(chuang)新(xin)和改(gai)進(jin)政府(fu)對建(jian)筑(zhu)市(shi)場(chang)、質(zhi)量安全的監督(du)管(guan)理(li)機制,加(jia)強(qiang)事(shi)中事(shi)后監管(guan),強(qiang)化(hua)市(shi)場(chang)和現場(chang)聯(lian)動,落實(shi)各方(fang)主體責任,確保工程質(zhi)量安全;轉變建(jian)筑(zhu)業發(fa)(fa)展(zhan)方(fang)式,推(tui)進(jin)建(jian)筑(zhu)產業現代(dai)化(hua),促進(jin)建(jian)筑(zhu)業健康(kang)協調可持續發(fa)(fa)展(zhan)。

  二、建(jian)立統(tong)一開放的建(jian)筑(zhu)市場體系

  (三)進一步(bu)開(kai)(kai)放建(jian)筑(zhu)市場。各地(di)要(yao)嚴(yan)格執行(xing)國家相關(guan)法(fa)律法(fa)規(gui),廢除不利于(yu)(yu)全(quan)國建(jian)筑(zhu)市場統(tong)一開(kai)(kai)放、妨礙企(qi)業公平競爭的各種規(gui)定和(he)(he)做法(fa)。全(quan)面(mian)清(qing)理(li)涉(she)及工程建(jian)設(she)企(qi)業的各類保(bao)證金、押金等(deng)(deng),對(dui)于(yu)(yu)沒(mei)有(you)法(fa)律法(fa)規(gui)依據的一律取消。積極推行(xing)銀行(xing)保(bao)函和(he)(he)誠(cheng)(cheng)信擔(dan)保(bao)。規(gui)范(fan)備案管理(li),不得設(she)置(zhi)任何排斥、限制外(wai)地(di)企(qi)業進入(ru)本地(di)區的準(zhun)入(ru)條件,不得強制外(wai)地(di)企(qi)業參加(jia)培訓或在當地(di)成(cheng)立子(zi)公司等(deng)(deng)。各地(di)有(you)關(guan)跨省(sheng)承(cheng)攬(lan)業務(wu)的具體管理(li)要(yao)求,應當向社會(hui)公開(kai)(kai)。各地(di)要(yao)加(jia)強外(wai)地(di)企(qi)業準(zhun)入(ru)后的監督(du)管理(li),建(jian)立跨省(sheng)承(cheng)攬(lan)業務(wu)企(qi)業的違(wei)(wei)法(fa)違(wei)(wei)規(gui)行(xing)為(wei)處(chu)理(li)督(du)辦(ban)、協調(diao)機制,嚴(yan)厲查處(chu)圍標串(chuan)標、轉(zhuan)包、掛靠、違(wei)(wei)法(fa)分包等(deng)(deng)違(wei)(wei)法(fa)違(wei)(wei)規(gui)行(xing)為(wei)及質(zhi)量安全(quan)事故,對(dui)于(yu)(yu)情節(jie)嚴(yan)重(zhong)的,予以(yi)清(qing)出本地(di)建(jian)筑(zhu)市場,并在全(quan)國建(jian)筑(zhu)市場監管與誠(cheng)(cheng)信信息發(fa)布平臺(tai)曝(pu)光(guang)。

  (四)推(tui)進(jin)行政審批制(zhi)度改革。堅持(chi)淡化工程(cheng)(cheng)建(jian)設(she)(she)(she)企(qi)(qi)業(ye)(ye)資(zi)(zi)質(zhi)(zhi)(zhi)、強化個(ge)人執業(ye)(ye)資(zi)(zi)格的(de)改革方向,探索從主要(yao)依靠資(zi)(zi)質(zhi)(zhi)(zhi)管理等行政手段實施市場(chang)準(zhun)(zhun)(zhun)入(ru),逐步(bu)轉變為充分(fen)發揮社會信用(yong)(yong)、工程(cheng)(cheng)擔保、保險等市場(chang)機制(zhi)的(de)作用(yong)(yong),實現市場(chang)優勝劣汰。加(jia)快研(yan)究修訂(ding)工程(cheng)(cheng)建(jian)設(she)(she)(she)企(qi)(qi)業(ye)(ye)資(zi)(zi)質(zhi)(zhi)(zhi)標(biao)準(zhun)(zhun)(zhun)和管理規定,取消部(bu)分(fen)資(zi)(zi)質(zhi)(zhi)(zhi)類別設(she)(she)(she)置,合(he)并業(ye)(ye)務范圍相(xiang)近的(de)企(qi)(qi)業(ye)(ye)資(zi)(zi)質(zhi)(zhi)(zhi),合(he)理設(she)(she)(she)置資(zi)(zi)質(zhi)(zhi)(zhi)標(biao)準(zhun)(zhun)(zhun)條件(jian),注重對企(qi)(qi)業(ye)(ye)、人員信用(yong)(yong)狀況、質(zhi)(zhi)(zhi)量安全(quan)等指標(biao)的(de)考核,強化資(zi)(zi)質(zhi)(zhi)(zhi)審批后的(de)動態(tai)監管;簡政放權,推(tui)進(jin)審批權限下放,健全(quan)完(wan)善工程(cheng)(cheng)建(jian)設(she)(she)(she)企(qi)(qi)業(ye)(ye)資(zi)(zi)質(zhi)(zhi)(zhi)和個(ge)人執業(ye)(ye)資(zi)(zi)格審查(cha)制(zhi)度;改進(jin)審批方式,推(tui)進(jin)電子化審查(cha),加(jia)大公開(kai)公示(shi)力度。

  (五)改革招(zhao)標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)(biao)監管方式(shi)(shi)。調(diao)整非國有(you)(you)資(zi)金投(tou)(tou)資(zi)項(xiang)(xiang)目發(fa)包(bao)方式(shi)(shi),試行(xing)(xing)非國有(you)(you)資(zi)金投(tou)(tou)資(zi)項(xiang)(xiang)目建設(she)單(dan)(dan)(dan)位自主決定是否(fou)進行(xing)(xing)招(zhao)標(biao)(biao)(biao)(biao)(biao)發(fa)包(bao),是否(fou)進入有(you)(you)形市場開展工(gong)(gong)(gong)程(cheng)交(jiao)易活動(dong),并由(you)建設(she)單(dan)(dan)(dan)位對選擇(ze)的(de)(de)(de)設(she)計、施工(gong)(gong)(gong)等單(dan)(dan)(dan)位承擔相應(ying)的(de)(de)(de)責(ze)任。建設(she)單(dan)(dan)(dan)位應(ying)當依法(fa)將(jiang)工(gong)(gong)(gong)程(cheng)發(fa)包(bao)給具有(you)(you)相應(ying)資(zi)質的(de)(de)(de)承包(bao)單(dan)(dan)(dan)位,依法(fa)辦理(li)(li)施工(gong)(gong)(gong)許可、質量安全監督等手續(xu),確保工(gong)(gong)(gong)程(cheng)建設(she)實(shi)施活動(dong)規(gui)范有(you)(you)序。各地(di)要重點(dian)加強國有(you)(you)資(zi)金投(tou)(tou)資(zi)項(xiang)(xiang)目招(zhao)標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)(biao)監管,嚴格控制(zhi)招(zhao)標(biao)(biao)(biao)(biao)(biao)人設(she)置明顯(xian)高于招(zhao)標(biao)(biao)(biao)(biao)(biao)項(xiang)(xiang)目實(shi)際需要和(he)脫離市場實(shi)際的(de)(de)(de)不(bu)合理(li)(li)條(tiao)件(jian),嚴禁以(yi)各種形式(shi)(shi)排斥或限制(zhi)潛(qian)在投(tou)(tou)標(biao)(biao)(biao)(biao)(biao)人投(tou)(tou)標(biao)(biao)(biao)(biao)(biao)。要加快推進電(dian)子招(zhao)標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)(biao),進一步完善(shan)專家評標(biao)(biao)(biao)(biao)(biao)制(zhi)度,加大社會監督力度,健(jian)全中標(biao)(biao)(biao)(biao)(biao)候選人公(gong)示制(zhi)度,促進招(zhao)標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)(biao)活動(dong)公(gong)開透(tou)明。鼓(gu)勵有(you)(you)條(tiao)件(jian)的(de)(de)(de)地(di)區探索開展標(biao)(biao)(biao)(biao)(biao)后評估(gu)。勘察、設(she)計、監理(li)(li)等工(gong)(gong)(gong)程(cheng)服務(wu)的(de)(de)(de)招(zhao)標(biao)(biao)(biao)(biao)(biao),不(bu)得以(yi)費用(yong)作為(wei)唯一的(de)(de)(de)中標(biao)(biao)(biao)(biao)(biao)條(tiao)件(jian)。

  (六)推進建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)監管(guan)信(xin)(xin)(xin)(xin)息化(hua)與誠信(xin)(xin)(xin)(xin)體(ti)系(xi)建(jian)(jian)設(she)。加快(kuai)推進全(quan)國(guo)工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)企業、注冊人(ren)(ren)員、工(gong)程(cheng)(cheng)(cheng)項(xiang)目(mu)數(shu)據庫建(jian)(jian)設(she),印發全(quan)國(guo)統(tong)(tong)一(yi)的(de)數(shu)據標準和(he)(he)(he)管(guan)理(li)辦(ban)法(fa)(fa)。各(ge)(ge)省級住(zhu)(zhu)房(fang)城鄉(xiang)建(jian)(jian)設(she)主(zhu)管(guan)部門(men)要建(jian)(jian)立建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)和(he)(he)(he)工(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)安全(quan)監管(guan)一(yi)體(ti)化(hua)工(gong)作平臺(tai),動(dong)態記錄(lu)工(gong)程(cheng)(cheng)(cheng)項(xiang)目(mu)各(ge)(ge)方主(zhu)體(ti)市(shi)場(chang)(chang)(chang)和(he)(he)(he)現(xian)(xian)場(chang)(chang)(chang)行為,有效(xiao)實現(xian)(xian)建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)和(he)(he)(he)現(xian)(xian)場(chang)(chang)(chang)的(de)兩場(chang)(chang)(chang)聯動(dong)。各(ge)(ge)級住(zhu)(zhu)房(fang)城鄉(xiang)建(jian)(jian)設(she)主(zhu)管(guan)部門(men)要進一(yi)步加大信(xin)(xin)(xin)(xin)息的(de)公開(kai)力(li)度,通(tong)過全(quan)國(guo)統(tong)(tong)一(yi)信(xin)(xin)(xin)(xin)息平臺(tai)發布建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)和(he)(he)(he)質(zhi)量(liang)安全(quan)監管(guan)信(xin)(xin)(xin)(xin)息,及時向社會(hui)公布行政(zheng)審批(pi)、工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)過程(cheng)(cheng)(cheng)監管(guan)、執法(fa)(fa)處罰等信(xin)(xin)(xin)(xin)息,公開(kai)曝(pu)光各(ge)(ge)類市(shi)場(chang)(chang)(chang)主(zhu)體(ti)和(he)(he)(he)人(ren)(ren)員的(de)不良行為信(xin)(xin)(xin)(xin)息,形成有效(xiao)的(de)社會(hui)監督機制(zhi)。各(ge)(ge)地可結合(he)(he)本地實際,制(zhi)定完善相(xiang)關法(fa)(fa)規制(zhi)度,探索(suo)開(kai)展(zhan)工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)企業和(he)(he)(he)從業人(ren)(ren)員的(de)建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)和(he)(he)(he)質(zhi)量(liang)安全(quan)行為評價(jia)(jia)辦(ban)法(fa)(fa),逐步建(jian)(jian)立“守信(xin)(xin)(xin)(xin)激勵、失信(xin)(xin)(xin)(xin)懲戒”的(de)建(jian)(jian)筑(zhu)市(shi)場(chang)(chang)(chang)信(xin)(xin)(xin)(xin)用(yong)環境。鼓勵有條件的(de)地區(qu)研(yan)究、試行開(kai)展(zhan)社會(hui)信(xin)(xin)(xin)(xin)用(yong)評價(jia)(jia),引導建(jian)(jian)設(she)單位等市(shi)場(chang)(chang)(chang)各(ge)(ge)方主(zhu)體(ti)通(tong)過市(shi)場(chang)(chang)(chang)化(hua)運(yun)(yun)作綜(zong)合(he)(he)運(yun)(yun)用(yong)信(xin)(xin)(xin)(xin)用(yong)評價(jia)(jia)結果。

  (七)進一步(bu)完善工(gong)程(cheng)監(jian)(jian)(jian)(jian)理(li)(li)制度。分(fen)類(lei)指導不同(tong)投資類(lei)型(xing)工(gong)程(cheng)項目(mu)監(jian)(jian)(jian)(jian)理(li)(li)服務模式發展(zhan)。調整強制監(jian)(jian)(jian)(jian)理(li)(li)工(gong)程(cheng)范圍,選擇(ze)部(bu)分(fen)地區開(kai)展(zhan)試點,研究制定有能(neng)力(li)的(de)(de)建設單位自主決策選擇(ze)監(jian)(jian)(jian)(jian)理(li)(li)或(huo)其它管理(li)(li)模式的(de)(de)政策措施。具有監(jian)(jian)(jian)(jian)理(li)(li)資質的(de)(de)工(gong)程(cheng)咨詢服務機構開(kai)展(zhan)項目(mu)管理(li)(li)的(de)(de)工(gong)程(cheng)項目(mu),可不再委托監(jian)(jian)(jian)(jian)理(li)(li)。推(tui)動一批有能(neng)力(li)的(de)(de)監(jian)(jian)(jian)(jian)理(li)(li)企(qi)業做(zuo)優做(zuo)強。

  (八)強(qiang)化建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)行(xing)為(wei)(wei)監(jian)管(guan)。全面落實(shi)建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)項目法人(ren)責(ze)任(ren)制,強(qiang)化建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)的(de)質量責(ze)任(ren)。建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)不(bu)(bu)(bu)(bu)得(de)違(wei)反工(gong)(gong)(gong)(gong)程(cheng)(cheng)招標(biao)(biao)投標(biao)(biao)、施(shi)(shi)工(gong)(gong)(gong)(gong)圖審查、施(shi)(shi)工(gong)(gong)(gong)(gong)許(xu)可、質量安(an)全監(jian)督及(ji)工(gong)(gong)(gong)(gong)程(cheng)(cheng)竣工(gong)(gong)(gong)(gong)驗(yan)收等(deng)基本建(jian)(jian)設(she)(she)程(cheng)(cheng)序,不(bu)(bu)(bu)(bu)得(de)指定分包和肢解發包,不(bu)(bu)(bu)(bu)得(de)與承包單(dan)位(wei)(wei)(wei)簽訂“陰陽(yang)合同”、任(ren)意壓(ya)縮合理工(gong)(gong)(gong)(gong)期(qi)和工(gong)(gong)(gong)(gong)程(cheng)(cheng)造價,不(bu)(bu)(bu)(bu)得(de)以任(ren)何形式(shi)要求設(she)(she)計、施(shi)(shi)工(gong)(gong)(gong)(gong)、監(jian)理及(ji)其他技術咨詢單(dan)位(wei)(wei)(wei)違(wei)反工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)設(she)(she)強(qiang)制性標(biao)(biao)準,不(bu)(bu)(bu)(bu)得(de)拖欠(qian)工(gong)(gong)(gong)(gong)程(cheng)(cheng)款。政府(fu)投資(zi)工(gong)(gong)(gong)(gong)程(cheng)(cheng)一律不(bu)(bu)(bu)(bu)得(de)采取(qu)帶資(zi)承包方式(shi)進行(xing)建(jian)(jian)設(she)(she),不(bu)(bu)(bu)(bu)得(de)將帶資(zi)承包作為(wei)(wei)招標(biao)(biao)投標(biao)(biao)的(de)條件。積極(ji)探索研究對(dui)建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)違(wei)法行(xing)為(wei)(wei)的(de)制約和處罰(fa)措(cuo)施(shi)(shi)。各地要進一步加(jia)強(qiang)對(dui)建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)市場行(xing)為(wei)(wei)和質量安(an)全行(xing)為(wei)(wei)的(de)監(jian)督管(guan)理,依(yi)法加(jia)大對(dui)建(jian)(jian)設(she)(she)單(dan)位(wei)(wei)(wei)違(wei)法違(wei)規(gui)行(xing)為(wei)(wei)的(de)處罰(fa)力度,并(bing)將其不(bu)(bu)(bu)(bu)良行(xing)為(wei)(wei)在全國建(jian)(jian)筑(zhu)市場監(jian)管(guan)與誠(cheng)信信息發布平(ping)臺曝光。

  (九)建(jian)立(li)與(yu)市場(chang)(chang)經(jing)濟相適應的(de)工(gong)程(cheng)造(zao)(zao)價(jia)體系。逐步統一各行業(ye)(ye)、各地(di)區的(de)工(gong)程(cheng)計(ji)價(jia)規(gui)則(ze),服(fu)務建(jian)筑市場(chang)(chang)。健(jian)全(quan)工(gong)程(cheng)量清單(dan)和定(ding)額體系,滿足(zu)建(jian)設(she)工(gong)程(cheng)全(quan)過程(cheng)不(bu)同設(she)計(ji)深度(du)、不(bu)同復雜(za)程(cheng)度(du)、多(duo)種承包(bao)方(fang)式(shi)的(de)計(ji)價(jia)需要。全(quan)面推(tui)行清單(dan)計(ji)價(jia)制度(du),建(jian)立(li)與(yu)市場(chang)(chang)相適應的(de)定(ding)額管(guan)理(li)機制,構建(jian)多(duo)元化的(de)工(gong)程(cheng)造(zao)(zao)價(jia)信息服(fu)務方(fang)式(shi),清理(li)調整與(yu)市場(chang)(chang)不(bu)符的(de)各類計(ji)價(jia)依據,充分發揮造(zao)(zao)價(jia)咨詢(xun)企業(ye)(ye)等第三方(fang)專(zhuan)業(ye)(ye)服(fu)務作用(yong),為(wei)市場(chang)(chang)決定(ding)工(gong)程(cheng)造(zao)(zao)價(jia)提供保障。建(jian)立(li)國(guo)家工(gong)程(cheng)造(zao)(zao)價(jia)數(shu)據庫,發布指標指數(shu),提升造(zao)(zao)價(jia)信息服(fu)務。推(tui)行工(gong)程(cheng)造(zao)(zao)價(jia)全(quan)過程(cheng)咨詢(xun)服(fu)務,強化國(guo)有投資工(gong)程(cheng)造(zao)(zao)價(jia)監管(guan)。  

  三、強(qiang)化工(gong)程質(zhi)量(liang)安全管理

  (十(shi))加(jia)強勘(kan)(kan)察(cha)(cha)(cha)設(she)(she)計(ji)質(zhi)量(liang)(liang)監管。進一步落(luo)實和強化施工(gong)圖設(she)(she)計(ji)文(wen)件審查(cha)制(zhi)(zhi)度(du),推(tui)(tui)動勘(kan)(kan)察(cha)(cha)(cha)設(she)(she)計(ji)企業強化內部質(zhi)量(liang)(liang)管控(kong)能力。健全勘(kan)(kan)察(cha)(cha)(cha)項目負責人(ren)對勘(kan)(kan)察(cha)(cha)(cha)全過程(cheng)成果質(zhi)量(liang)(liang)負責制(zhi)(zhi)度(du)。推(tui)(tui)行(xing)勘(kan)(kan)察(cha)(cha)(cha)現場作(zuo)業人(ren)員持(chi)證上崗制(zhi)(zhi)度(du)。推(tui)(tui)動采用信息化手段加(jia)強勘(kan)(kan)察(cha)(cha)(cha)質(zhi)量(liang)(liang)管理。研究建(jian)立重大(da)設(she)(she)計(ji)變更管理制(zhi)(zhi)度(du)。推(tui)(tui)行(xing)建(jian)筑工(gong)程(cheng)設(she)(she)計(ji)使用年限告知(zhi)制(zhi)(zhi)度(du)。推(tui)(tui)行(xing)工(gong)程(cheng)設(she)(she)計(ji)責任(ren)保險制(zhi)(zhi)度(du)。

  (十二)完(wan)善工(gong)程(cheng)質量(liang)檢(jian)(jian)測(ce)(ce)制度。落實工(gong)程(cheng)質量(liang)檢(jian)(jian)測(ce)(ce)責任,提高施工(gong)企業質量(liang)檢(jian)(jian)驗(yan)能力(li)(li)。整頓規范工(gong)程(cheng)質量(liang)檢(jian)(jian)測(ce)(ce)市場,加強(qiang)檢(jian)(jian)測(ce)(ce)過程(cheng)和(he)檢(jian)(jian)測(ce)(ce)行(xing)為監(jian)管,加大對(dui)虛假報告等違法(fa)違規行(xing)為處罰力(li)(li)度。建立健全政府(fu)對(dui)工(gong)程(cheng)質量(liang)監(jian)督(du)抽測(ce)(ce)制度,鼓勵各地(di)采取政府(fu)購買服務等方式加強(qiang)監(jian)督(du)檢(jian)(jian)測(ce)(ce)。

  (十三(san))推進(jin)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)標準化(hua)(hua)建(jian)(jian)設。深(shen)入推進(jin)項(xiang)目(mu)經理責任制(zhi)(zhi),不斷提升項(xiang)目(mu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)水平。開展工程(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理標準化(hua)(hua)活動(dong),推行質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)行為(wei)(wei)標準化(hua)(hua)和(he)實體質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)控制(zhi)(zhi)標準化(hua)(hua)。推動(dong)企業(ye)完善質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)保(bao)證體系,加強對工程(cheng)項(xiang)目(mu)的質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理,落實質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)員(yuan)等施工現場專(zhuan)業(ye)人員(yuan)職責,強化(hua)(hua)過(guo)程(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)控制(zhi)(zhi)。深(shen)入開展住宅工程(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)常見問題(ti)專(zhuan)項(xiang)治理,全(quan)(quan)面推行樣板(ban)引路(lu)制(zhi)(zhi)度。全(quan)(quan)面推進(jin)建(jian)(jian)筑(zhu)施工安(an)全(quan)(quan)生產(chan)標準化(hua)(hua)建(jian)(jian)設,落實建(jian)(jian)筑(zhu)施工安(an)全(quan)(quan)生產(chan)標準化(hua)(hua)考評制(zhi)(zhi)度,項(xiang)目(mu)安(an)全(quan)(quan)標準化(hua)(hua)考評結果作為(wei)(wei)企業(ye)標準化(hua)(hua)考評的主要依據。

  (十四)推動建(jian)筑施工(gong)(gong)安(an)(an)(an)(an)全(quan)專(zhuan)(zhuan)項治理(li)。研究探索建(jian)筑起(qi)重機械(xie)和模(mo)板支(zhi)架租賃、安(an)(an)(an)(an)裝(搭設)、使用(yong)、拆除(chu)、維護保養(yang)一體化管(guan)理(li)模(mo)式,提(ti)升起(qi)重機械(xie)、模(mo)板支(zhi)架專(zhuan)(zhuan)業(ye)化管(guan)理(li)水(shui)平。規范起(qi)重機械(xie)安(an)(an)(an)(an)裝拆卸工(gong)(gong)、架子工(gong)(gong)等特種(zhong)作(zuo)業(ye)人員(yuan)安(an)(an)(an)(an)全(quan)考(kao)核,提(ti)高從業(ye)人員(yuan)安(an)(an)(an)(an)全(quan)操作(zuo)技能。持續開展建(jian)筑起(qi)重機械(xie)、模(mo)板支(zhi)架安(an)(an)(an)(an)全(quan)專(zhuan)(zhuan)項治理(li),有效遏制群(qun)死群(qun)傷事故發生。

  (十五)強化施工安(an)(an)(an)(an)全(quan)監(jian)(jian)督。完(wan)善(shan)企業(ye)安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)許可制(zhi)(zhi)度(du)(du),以企業(ye)承建(jian)項目安(an)(an)(an)(an)全(quan)管(guan)(guan)理(li)(li)狀況(kuang)為安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)許可延期審查重(zhong)(zhong)點(dian),加(jia)強企業(ye)安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)許可的動態管(guan)(guan)理(li)(li)。鼓(gu)勵地方探(tan)索實(shi)施企業(ye)和人(ren)員安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)動態扣分制(zhi)(zhi)度(du)(du)。完(wan)善(shan)企業(ye)安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)費用(yong)保障機(ji)制(zhi)(zhi),在招標時(shi)將安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)費用(yong)單(dan)列,不得競價,保障安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)投(tou)入(ru),規(gui)范安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)費用(yong)的提取、使用(yong)和管(guan)(guan)理(li)(li)。加(jia)強企業(ye)對(dui)作(zuo)業(ye)人(ren)員安(an)(an)(an)(an)全(quan)生(sheng)產(chan)(chan)意(yi)識和技(ji)能(neng)培訓,提高施工現場安(an)(an)(an)(an)全(quan)管(guan)(guan)理(li)(li)水(shui)平。加(jia)大安(an)(an)(an)(an)全(quan)隱(yin)患排(pai)查力(li)度(du)(du),依法處罰事故責(ze)任單(dan)位(wei)(wei)(wei)和責(ze)任人(ren)員。完(wan)善(shan)建(jian)筑施工安(an)(an)(an)(an)全(quan)監(jian)(jian)督制(zhi)(zhi)度(du)(du)和安(an)(an)(an)(an)全(quan)監(jian)(jian)管(guan)(guan)績效考核機(ji)制(zhi)(zhi)。支持監(jian)(jian)管(guan)(guan)力(li)量不足的地區探(tan)索以政(zheng)府購買服(fu)務方式,委托具備能(neng)力(li)的專業(ye)社會機(ji)構作(zuo)為安(an)(an)(an)(an)全(quan)監(jian)(jian)督機(ji)構輔助力(li)量。建(jian)立城市軌道交通等重(zhong)(zhong)大工程(cheng)安(an)(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)制(zhi)(zhi)度(du)(du),推動建(jian)設單(dan)位(wei)(wei)(wei)對(dui)重(zhong)(zhong)大工程(cheng)實(shi)行全(quan)過程(cheng)安(an)(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li),落實(shi)風(feng)(feng)險(xian)(xian)防控投(tou)入(ru)。鼓(gu)勵建(jian)設單(dan)位(wei)(wei)(wei)聘(pin)用(yong)專業(ye)化社會機(ji)構提供安(an)(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)咨詢服(fu)務。

  四、促進建筑業發展方式轉變

  (十(shi)六)推動(dong)建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)。統籌規劃(hua)建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)發(fa)展(zhan)目標和路(lu)徑。推動(dong)建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)結構(gou)體系(xi)、建(jian)筑(zhu)(zhu)設(she)計、部品(pin)構(gou)件配件生產(chan)、施(shi)工、主體裝修集成(cheng)等(deng)方(fang)面(mian)的關鍵(jian)技術(shu)研(yan)究與(yu)應用。制(zhi)定(ding)完善有(you)關設(she)計、施(shi)工和驗收(shou)標準(zhun)(zhun),組織編(bian)制(zhi)相(xiang)應標準(zhun)(zhun)設(she)計圖集,指導建(jian)立(li)標準(zhun)(zhun)化(hua)(hua)部品(pin)構(gou)件體系(xi)。建(jian)立(li)適應建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)發(fa)展(zhan)的工程質量安全(quan)監管制(zhi)度。鼓勵(li)各地(di)制(zhi)定(ding)建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)發(fa)展(zhan)規劃(hua)以及財政、金融、稅收(shou)、土地(di)等(deng)方(fang)面(mian)激勵(li)政策,培育(yu)建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)龍頭企(qi)業(ye),鼓勵(li)建(jian)設(she)、勘察、設(she)計、施(shi)工、構(gou)件生產(chan)和科研(yan)等(deng)單位建(jian)立(li)產(chan)業(ye)聯盟。進一步發(fa)揮政府投資(zi)項目的試(shi)點示范引導作用并適時擴大試(shi)點范圍,積極穩妥推進建(jian)筑(zhu)(zhu)產(chan)業(ye)現代(dai)化(hua)(hua)。

  (十七)構建(jian)(jian)有利(li)于形成建(jian)(jian)筑(zhu)產業(ye)(ye)工(gong)(gong)(gong)(gong)人(ren)(ren)隊伍的長(chang)效機制(zhi)。建(jian)(jian)立(li)以市場為導向(xiang)、以關鍵(jian)崗位自有工(gong)(gong)(gong)(gong)人(ren)(ren)為骨干、勞(lao)(lao)(lao)務(wu)(wu)(wu)分包(bao)為主要(yao)用(yong)工(gong)(gong)(gong)(gong)來源、勞(lao)(lao)(lao)務(wu)(wu)(wu)派遣為臨(lin)時用(yong)工(gong)(gong)(gong)(gong)補(bu)充的多元(yuan)化(hua)建(jian)(jian)筑(zhu)用(yong)工(gong)(gong)(gong)(gong)方式。施(shi)工(gong)(gong)(gong)(gong)總承包(bao)企業(ye)(ye)和專業(ye)(ye)承包(bao)企業(ye)(ye)要(yao)擁(yong)有一定數(shu)量的技(ji)術(shu)骨干工(gong)(gong)(gong)(gong)人(ren)(ren),鼓勵施(shi)工(gong)(gong)(gong)(gong)總承包(bao)企業(ye)(ye)擁(yong)有獨資或控股的施(shi)工(gong)(gong)(gong)(gong)勞(lao)(lao)(lao)務(wu)(wu)(wu)企業(ye)(ye)。充分利(li)用(yong)各類職業(ye)(ye)培訓資源,建(jian)(jian)立(li)多層(ceng)次的勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)(ren)員(yuan)(yuan)培訓體(ti)系。大力推進建(jian)(jian)筑(zhu)勞(lao)(lao)(lao)務(wu)(wu)(wu)基地化(hua)建(jian)(jian)設,堅持(chi)“先(xian)培訓后(hou)(hou)輸出、先(xian)持(chi)證(zheng)(zheng)后(hou)(hou)上崗”的原則。進一步(bu)落(luo)實(shi)持(chi)證(zheng)(zheng)上崗制(zhi)度,從事(shi)關鍵(jian)技(ji)術(shu)工(gong)(gong)(gong)(gong)種的勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)(ren)員(yuan)(yuan),應(ying)取(qu)得相應(ying)證(zheng)(zheng)書后(hou)(hou)方可上崗作業(ye)(ye)。落(luo)實(shi)企業(ye)(ye)責任,保障勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)(ren)員(yuan)(yuan)的合法權益。推行(xing)建(jian)(jian)筑(zhu)勞(lao)(lao)(lao)務(wu)(wu)(wu)實(shi)名(ming)制(zhi)管理,逐步(bu)實(shi)現(xian)建(jian)(jian)筑(zhu)勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)(ren)員(yuan)(yuan)信息化(hua)管理。

  (十(shi)八)提升建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)水(shui)平。堅持以人(ren)為本、安全(quan)集約、生態環(huan)保(bao)、傳(chuan)承創(chuang)新(xin)的(de)(de)理念,樹(shu)立(li)文化自信(xin),鼓勵建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)創(chuang)作。樹(shu)立(li)設(she)(she)計(ji)企業是創(chuang)新(xin)主(zhu)體的(de)(de)意識(shi),提倡精品設(she)(she)計(ji)。鼓勵開(kai)(kai)展(zhan)城(cheng)市(shi)設(she)(she)計(ji)工作,加強建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)與城(cheng)市(shi)規劃間的(de)(de)銜接。探(tan)索放開(kai)(kai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)工程(cheng)方案設(she)(she)計(ji)資質準(zhun)入限(xian)制,鼓勵相關專(zhuan)業人(ren)員(yuan)和機構積(ji)極參與建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)方案競選(xuan)。完(wan)善(shan)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)方案競選(xuan)制度,建(jian)(jian)(jian)(jian)立(li)完(wan)善(shan)大型公(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)方案公(gong)眾(zhong)參與和專(zhuan)家輔助(zhu)決策機制,在方案評審中(zhong),重視(shi)設(she)(she)計(ji)方案文化內涵審查(cha)。加強建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)人(ren)才(cai)隊伍建(jian)(jian)(jian)(jian)設(she)(she),著(zhu)力(li)培養一批高層次創(chuang)新(xin)人(ren)才(cai)。開(kai)(kai)展(zhan)設(she)(she)計(ji)評優(you),激發建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)人(ren)員(yuan)的(de)(de)創(chuang)作激情(qing)。探(tan)索研究(jiu)大型公(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)后評估制度。

  (十九(jiu))加大工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)推行力度(du)。倡導工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)建設(she)項目采用工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)模式,鼓(gu)勵有實力的(de)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)設(she)計(ji)和施(shi)工(gong)(gong)企(qi)業(ye)開(kai)(kai)展工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)業(ye)務。推動建立適合工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)發展的(de)招(zhao)標(biao)投標(biao)和工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)建設(she)管理機(ji)制(zhi),調整現行招(zhao)標(biao)投標(biao)、施(shi)工(gong)(gong)許(xu)可(ke)、現場執法檢查、竣工(gong)(gong)驗收備案等環(huan)節管理制(zhi)度(du),為推行工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)創造政策環(huan)境(jing)。工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)合同(tong)中涵(han)蓋(gai)的(de)設(she)計(ji)、施(shi)工(gong)(gong)業(ye)務可(ke)以不再(zai)通過公開(kai)(kai)招(zhao)標(biao)方(fang)式確(que)定(ding)分包(bao)(bao)單位。

  (二十)提升建(jian)筑(zhu)業技(ji)(ji)術(shu)能力。完善以(yi)工(gong)(gong)法和專有技(ji)(ji)術(shu)成果、試點(dian)示范工(gong)(gong)程(cheng)為(wei)抓手的技(ji)(ji)術(shu)轉移與(yu)推(tui)(tui)廣機制,依法保護(hu)知識產(chan)權。積極推(tui)(tui)動以(yi)節能環(huan)保為(wei)特征的綠色建(jian)造技(ji)(ji)術(shu)的應(ying)(ying)用。推(tui)(tui)進(jin)建(jian)筑(zhu)信(xin)息模型(BIM)等信(xin)息技(ji)(ji)術(shu)在工(gong)(gong)程(cheng)設計、施工(gong)(gong)和運行(xing)維(wei)護(hu)全過程(cheng)的應(ying)(ying)用,提高綜合(he)效益(yi)。推(tui)(tui)廣建(jian)筑(zhu)工(gong)(gong)程(cheng)減隔震(zhen)技(ji)(ji)術(shu)。探索開(kai)展白圖(tu)(tu)替代藍(lan)圖(tu)(tu)、數字化審圖(tu)(tu)等工(gong)(gong)作。建(jian)立技(ji)(ji)術(shu)研究應(ying)(ying)用與(yu)標準制定有效銜接的機制,促進(jin)建(jian)筑(zhu)業科技(ji)(ji)成果轉化,加快(kuai)先進(jin)適用技(ji)(ji)術(shu)的推(tui)(tui)廣應(ying)(ying)用。加大復合(he)型、創(chuang)新型人(ren)才(cai)培養力度。推(tui)(tui)動建(jian)筑(zhu)領(ling)域國際(ji)技(ji)(ji)術(shu)交流合(he)作。

  五、加(jia)強建(jian)筑業(ye)發展和改革工作的組織(zhi)和實施

  (二十一)加強組織(zhi)領(ling)(ling)導(dao)(dao)。各(ge)地(di)要(yao)高度(du)(du)重(zhong)視建(jian)筑(zhu)業發展和改(gai)革(ge)(ge)工作,加強領(ling)(ling)導(dao)(dao)、明(ming)確責(ze)任、統(tong)籌安排,研究制定工作方(fang)案(an),不斷完善相(xiang)關法規制度(du)(du),推進(jin)各(ge)項制度(du)(du)措施(shi)落實,及時(shi)解(jie)決發展和改(gai)革(ge)(ge)中(zhong)遇到的困難和問題,整體推進(jin)建(jian)筑(zhu)業發展和改(gai)革(ge)(ge)的不斷深化。

  (二(er)十二(er))積極(ji)開(kai)展(zhan)試(shi)點。各地要(yao)結(jie)合(he)本地實際組織(zhi)開(kai)展(zhan)相關(guan)試(shi)點工作(zuo),把(ba)試(shi)點工作(zuo)與(yu)推動(dong)(dong)本地區工作(zuo)結(jie)合(he)起(qi)來(lai),及時分析試(shi)點進(jin)展(zhan)情(qing)況(kuang),認(ren)真總(zong)結(jie)試(shi)點經驗,研究(jiu)解決試(shi)點中出現的(de)問題,在(zai)條(tiao)件(jian)成熟時向全(quan)國推廣。要(yao)加大宣(xuan)傳(chuan)推動(dong)(dong)力度,調動(dong)(dong)全(quan)行業(ye)和社(she)會各方力量,共(gong)同推進(jin)建(jian)筑業(ye)的(de)發(fa)展(zhan)和改革。

  (二十(shi)三)加(jia)強(qiang)協會能力(li)建設和行業(ye)(ye)(ye)(ye)自(zi)律。充分發揮協會在規范行業(ye)(ye)(ye)(ye)秩序、建立行業(ye)(ye)(ye)(ye)從業(ye)(ye)(ye)(ye)人員行為準則、促進(jin)企業(ye)(ye)(ye)(ye)誠信經(jing)營等方面(mian)的行業(ye)(ye)(ye)(ye)自(zi)律作用,提(ti)高協會在促進(jin)行業(ye)(ye)(ye)(ye)技術進(jin)步、提(ti)升行業(ye)(ye)(ye)(ye)管(guan)理水平(ping)、反映(ying)企業(ye)(ye)(ye)(ye)訴(su)求、提(ti)出(chu)政(zheng)策建議(yi)等方面(mian)的服務能力(li)。鼓(gu)勵行業(ye)(ye)(ye)(ye)協會研究制定非(fei)政(zheng)府投資(zi)工程咨(zi)詢(xun)服務類收(shou)費行業(ye)(ye)(ye)(ye)參考(kao)價(jia),抵制惡意低(di)價(jia)、不(bu)合理低(di)價(jia)競爭行為,維護行業(ye)(ye)(ye)(ye)發展(zhan)利益(yi)。
